SA, I would argue that just because they came up with the plan doesn't mean they could pull it off. After all, the more people involved, the harder it would be to cover up.

Why would it be impossible to pull off? They had it planned out pretty damn well and were pretty damn determined. Yes, thank God JFK had the balls to reject it, we know what happened to him though. If they can plan something that elaborate, how can they not kill him, one guy? lol

- Did the government somehow know that the Tsarnaevs would be wearing backpacks that looked exactly like the one in the picture that was released? Or did the government photoshop the backpacks onto the Tsarnaevs? What if the Tsarnaevs didn't bring backpacks and some random person unknowingly took pictures of them before the explosions and before they got anywhere near the blast zones? What would the government do then?
Its not about technology, its about human nature. Look at the idea to hijack a plane full of civilians, then take it off the radar and blow up another plane. In that case you have to deal with the passengers (kill them and hide/burn the bodies, without any of them being able to do anything about it), deal with the wreckage, AND make sure that everyone who knew about the plan stayed silent.
In fact, technology makes conspiracies harder. Everyone has a cell phone, with instant access to the Internet and camera/video. All it takes is one person standing in the wrong section and it can get tweeted across the world.
That's also assuming that everything goes according to plan with no hiccups.
