Perkins does set a lot of moving screens... the problem is that he isn't held responsible for how many he sets. He easily sets over 6 moving screens a game. If the refs were to call every single one, Perkins would average maybe 10 minutes a game before fouling out. Combine that with a lot of the other bull (elbowing Smith in the gut to clear space, the hold on Parsons, numerous loose ball fouls) that isn't called and Perkins can be easily translated into being a "ref favorite." I know the refs aren't perfect and I am sure EVERY NBA player would foul out if the refs saw everything happening, but the rate of which Perkins is ignored is astronomical. I believe that is the major concern of most every NBA fan out there.
