How contact is initiated absolutely matters. Chandlers contact was unavoidable. Manu's was avoidable. Chandler's type of contact happens all the time, with minimal danger to the player. Manu's type of contact is known to be incredibly dangerous.
He trying to stop Allen from scoring. Manu's foul was technically a flagrant. It's pretty silly to argue differently, but I've seen hundreds of fouls like that not get called flagrant. Especially when it gives the other team a chance to tie a ing playoff game in the 4th quarter.
