He never promised, everyone (including myself) just assumed he would because he seemed like a real liberal in 2008.
He's actually done everything he can to make marijuana law enforcement harsher.
This is just observation from a small sample, but it seems there is far more individual sales in the black community.
I have never seen whites sell individual grams, buds, etc for $5 or $10. I have never seen less than 1/8th oz sold by whites.
I have never seen 1/8th sold by blacks...
The usage may be the same, but is the sales are much more than that can explain it.
I will never understand this deal about pot. It's simply not worth the effort and we all know it. Especially since alcohol is legal, how stupid can something get? Pot ain't , to treat like it's been treated is beyond ridicuous. Makes no sense at all.

That could be it, I'm not sure. But if all you sell is dime bags rather than 1/8, 1/4, or more in sized, then your client base is buying from you more often, increases the likelihood of being caught.
Now I don't know if my viewpoint of this is valid, because it is limited, but that is my perception. If I went to the white people i knew who sell weed, and asked for $10 worth, they'd laugh their asses off. If I went to a black guy I know and asked for an 1/8th, he's ask if I was trying to take his business away.
That's not the problem. Cops bust white people smoking, they just take the drugs, gives them a verbal "lesson", and are let go. Not saying it happens all the time but it does. I witnessed it personally hanging around a bunch of rowdy white boys in college.
Whole nother story for the darker pigmented. Some involves batons.
