They should still renounce him. That doesn't prevent them from re-signing him at all, but it opens up the rest of the cap space earlier. If Manu wants to pull a Duncan and take what's left over after the Spurs spend their money, then it would make sense to renounce him and re-sign him at the end.

What you're saying jives with staying over the cap. If the Spurs want to bring back the same team, they'll stay over the cap and only improve with the MLE. So they'll just re-sign everybody and ignore free agents except for a small one of two that could help like Aminu or Casspi. Then, they'll focus on development and chemistry to get them over the hump.
If they go under the cap, they'd be doing it to make a major acquisition. It might seem counter-intuitive, but that's the way it is.
