My guess is they're all offering the minimum, or close to it.
It probably has to do with him making Neal look like an All-NBA defender by comparison. Plus the fact that hes woefully inconsistent. Sure, he can beast from time to time. But typically anything he gains you he gives right back on the other end.

If you're the Spurs and you're gunning for 60 wins and a le every year, that's true. But most teams don't gauge their players based on whether they can be useful members of the rotation during the Finals.
If you're somebody like the Pelicans, he could be your third or fourth big, be legitimately better than the alternatives, and help you win a few more games.

If Blair were a few inches taller, he'd probably be a legitimate starter for a bad team. The fact is that he's an undersized power forward with zero post moves and no "hops".
