The Spurs are not and never have been under the cap this offseason. Manu's cap hold is $19M, so the Spurs can resign him for any amount up to that without worrying about cap ramifications.
If it really is $10M, though, the Spurs won't be able to get under the cap by more than the MLE even if they amnesty Bonner and let Neal walk, I think. In that case, the Spurs would have the MLE to work with.

Finalizing deals w/Tiago and Manu fairly quickly leads me to believe that the Spurs have other moves in mind and wanted to wrap up the loose ends to know exactly what they're working with.

My only slight surprise is that Tiago got done first (because Manu's contract was the one I felt as more critical to making other moves). But they both got wrapped up with plenty of time to target FA's which is great if they choose to take that route.
When a FA leaves the country during FA, it's a pretty good sign that they know things are handled![]()

Don't know yet. Worst case scenario, Manu's contract is large enough to not have any significant cap space for FA's. But even then, the Spurs will have the MLE contract to offer (4 years, 22M).

If Splitter's contract starts above his cap hold, the Spurs can just sign him last. The only way the Spurs would sign Splitter first is if the first year is under his cap hold, and it can't get that low on a 4/36 deal.
But you're right, the Spurs need to have the Splitter and Ginobili deals done so they know how much they can offer if they have cap room or the MLE.
Ginobili showed he can still compete at a high level. Don't know why some people are mad that one of the best Spurs to don the jersey is going to retire here tbh. And if the Spurs are able to add another ball-handler, then that makes Ginobili all the more effective.
