Oh wow really? I assumed that list was up to date because it was September 2012, but if that's true, damn. I guess he'd be 2nd on the list then (assuming Paul Allen's net worth hasn't changed).
According to Forbes as of March 2013 Paul Allen is still worth 15 Billion so he's still at the top.
