So a catholic whose faith doesn't believe in gay marriage or abortion should be excluded from not only serving on the city council or being an employee of the city but having a city contract to provide goods or services?

I am ignorant on the subject as this is the first I have heard of it so I am reading about it now, but the "everybody's doing it" defense is not a very good one.
And I'm talking about a personal belief system and not someone who has actively discriminated against someone.
I interpret it as a ethics code that regulates hiring, more than anything. For example, if you feel all mexicans are s but keep it to yourself, that's fine. But if you go around calling people s, then it's a violation of that code.
In a way, I suspect it's close to what would happen if Trill interviews for a job with you, tbh... once he starts opening his big mouth, you'll probably look elsewhere...![]()

Could also work against atheists, for instance if they have ever complained about "Bible Thumpers". A bias (I read this as "Any" bias) is a pretty broad brush, it would seem to me. Just about any person who has a public record could be found to have some bias against someone for something, couldn't they? If you mention to someone that you get nervous when a Muslim gets on a plane; if you told someone you thought Christians were always trying to regulate morality because of their bible (shows a bias)...
Basically unless you never draw any conclusions about anyone you meet, they are a complete and utter, equal, blank white (er... neutral color) slate - you can't be hired or work for the city (based on the wording of this law).
