I think it's foolish to have hiring policies that discriminate wrt political viewpoint. Choosing not to hire outspokenly biased or bigoted people in city government, not so much.

In practice, I wouldn't expect some kind of blacklisting of people who might adhere to religious principles that go against secular standards of equality, but it needs to more clearly specify that this restriction does not refer to what people say privately.
