Having legs that failed them doesn't automatically grant them cops the right to shoot a who did nothing wrong but spraying, imho.
You use the word "shoot" loosely. They tazed him. Sure you could say they "shot" him and be right but I could also "shoot" you with a water gun. If they had used bullets then sure, that'd be ed up

Catching a vandal red-handed is probably a great feeling for a cop. Having to look at their garbage "art" all over innocent people's property in communities that are already suffering. Miami Beach Police Chief Raymond Martinez said Hernandez-Llach fled after being seen "vandalizing private property" shortly before dawn on Tuesday in Miami Beach.
He was chased by police and ignored commands to stop running, at which point an officer used his Taser electroshock gun, Martinez said in a statement.
