I lived in DC for 12 years, Im more than aware where you can and you cant around. Im not arguing that this woman should have got a slap on the wrist, nor that the presence of the baby changes the way things should have been handled.
Im questioning how many police men, how many weapons, how much surveillance and how many barricades you need to control an unarmed woman in a car. Considering that they ended up shooting her dead anyway, whats the excuse for letting her rampage around from one place to another? Were they waiting for a squadron of tanks and a couple of drones to contain her?
Even if the doors were locked, her passenger side window was open (one of the police men sticks his gun inside) and the driver side window could have been broken. Its just incredible to me that the police strategy was to point their guns and hope she stopped. As police states go, a lot of bluster, a bunch of forces mobilized, pushed around, resources destroyed, and they still got their hands covered in blood- pretty terrible results IMO
