For the most part it wasn't Dr. Buss. As far as GM, the Logo hasn't made any decisions since GP & Mailman were Lakers. MK constructed the last two championship rosters, not the Logo.

I think any commissioner will try to milk the money franchises, ie those that are in large metropolitan areas that gets stacks of bandwagon fans, and try not to alienate smaller franchises. I agree it's a tough act, but giving the most stories franchise 12+ FtA to make the playoffs, or the two most stories franchise that happened to have the most famous rivalry two of the most lopsided trades in NBA history within a year is a good way to achieve the former but horrible for the later.
