The problem with snitching it is rather non productive in my view. First off your telling the webmaster / moderator they can't seem to do their job properly.
Second......it says a lot about your character or lack of. Now your labeled as that kid in school that loved to tattle tail to the teacher. Not realizing that teacher knows now you can't be trusted anymore after all who's to say you would never snitch on her one day?

A noble effort. But you have one faction that are just agitators for fun, they are not trolls, and contrary to popular belief they are not aligned with each other in any way. They have great fun exposing posters weaknesses. The other faction, well their pathology just runs so deep it would require a very skilled therapist to break through.
