How does Houston have a lower odds of making the playoffs than Minnesota given their records? Is it because of their divisions?

If anybody is interested in a serious answer, tbh I think that's all the Hollinger bull , crunching all team stats into his nerdy calculator and coming up with team projections. I guess according to Hollinger's numbers, Minnesota is a better team than Houston even if the W/L record suggests otherwise. This happened for a few years with Hollinger and the Jazz, everyone with a brain knew they were non-contenders, but according to his system they were always 2nd or 3rd in the West and a Finals darkhorse.
