Tiago has something that Blair doesn't. Post moves. Bigs who only shoot floaters aren't as important to a team as bigs who have height and legitimate post moves.

Tiago was paid market value, and considering how difficult it is for small market teams to retain solid talent in this league, it was just the price to pay. Since Tiago has been an integral part of the rotation this team reached the WCF and NBA Finals, big improvements over the seasons prior. He still has his weak spots, especially on offense, but he's without a doubt a much better and complete player than Blair will likely ever be. That's no knock on DeJuan, he's highly spirited, but unfortunately very limited on the defensive end.

Blair's not going to stop anyone taller than 6'6".
Blair just gets eviscerated in the post-season when teams have multiple games to break down film and every possession is important. They would go right at him every time and he's repeatedly shown that's he's incapable of guarding anyone with size.
Meanwhile, Tiago is an excellent defender, and even though he's been hurt this season, when he is on the floor this team is very stout defensively.
