What do you mean, "nearing" downtown?
It started downtown. It's hard to think of a route to take where he wasn't going to hit some people trying to get away. He just took the route with the most people.

if it started downtown, then that again makes me question apd's reasoning behind engaging in a high speed chase in a area full of tourists.
Had they let him go, would you expect he would just wait in in the gridlock and obey all traffic laws?

no i've never been to sxsw but i would love to in the near future. maybe he would have ditched his ride and took off on foot to blend in with the crowd.

indeed he could have, but when they saw that wasn't an option for the s bag, they should have just called the chase off due to him heading toward thousands of innocent bystanders.
So as he was driving head on to a cop standing in the road who was the only thing between him and the crowd, they should have just called it off?

As soon as he left the gas station he was headed toward the crowd. There was no reason to believe a drunk dude was going to get out of his car if he didn't have to. There are cops on every block down there.
Sure, just let him go to save some lives....
then the moron would still kill innocent bystanders all on his own -
and then you could blame the cops and say "why the did they let him go - and allow him to kill innocent people he was drunk they should have stopped him before he killed anyone- it is the cops fault!"
