Its all about demand. Ideally you want to take a sure thing with a first round pick but realistically how often do Andrew Lucks come around? You'll be waiting a long time for one of those tbh.
I'd say there's a significant difference between decent and good. If your're one of these franchises that have sucked for a while and/or desperately need a QB you can't pass up on a guy that's good on your board simply because there might be a decent guy in the 2nd round. Manziel, Bridgewater and Bortles are all sure first rounders.

You're a Freshman Heisman winner, which means you are good enough to challenge for a le, and expectations are unusually high, and he feeds into his own hype. People like to use last year as an excuse because he had no defense, it's only fair to point out the year he had a solid one, and did not win. Because that is what it is going to take in the NFL for him, going to the right system, with a great defense and running game, like Wilson had.

i brought up the inefficiency thing because you said "his efficiency is lowered because he makes a lot of throws from outside the pocket" to which i responded that im not going to give a guy bonus points because he is purposely making inefficient throws by constantly breaking the pocket
