not so sure tbh. brazil and argentina will always be powerhouses but the rest of the quality varied greatly throughout the years. In europe you get france/spain/italy/germany/netherlands/portugal/england that were always decent plus czechoslovaks/serbs+croats/poland/soviets/belgium/swedes/danes that had long spells of quality football.

I don't know if Slovenia would make the WC here, I'm just ing with him. But it would definitely be tough. Qualifiers in Europe can be a cakewalk if you get drawn into an easy group.
certainly. Let's say you have a 50% chance per qualification for an easy group to exist (they aren't so rare but also not constant per qualification batch). For a team to get in that group you have a 12% chance (9 groups). That means you get an easy group 6% of the time as a nation. So let's say slovenia has a 6% qualification rate.
Let's assume brazil and argentina always qualify. Would you say that there is less of a 6% chance that two of the uruguay/paraguay/columbia/chile up their qualification. As history has it I'd say that's a more than fair chance. I will count out the behemots of peru/guyana/venezuela/suriname.
What I'm trying to point out that europe is much more compe ive and that SA is skewed to top heavy, so I'd wager you'd have less chances in europe then in SA where teams do sneak in with horrid qualification campaigns on the regular.

Every team in South America is compe ive then you have the massive home court advantages like the height in Bolivia and Ecuador. The heat in Brazil, Venezuela and Colombia, etc, etc, etc.

Every team in south america has a huge problem from the "playing like a balanced team" pov. Either too sloppy at the back, too individualistic, too willing to attack, or plainly lacking physicality. Slovenia is a great grinder team that would take advantage in the long run from such problems.
