That's correct. Still, it's pretty common around there, it's called "ceseo", I think, and it has many variations.

Friend of my son's father, an East Texas oilfield redneck, was sent to Argentina to work on a job. When he got there he told the guys there he was surprised to hear them speaking Mexican (pronounced Mek-skin). They replied they were speaking Spanish. He told them, "The you are, I know Mekskin when I hear it."
Pissed them off.
