While no other team improved (yet), Spurs arguably got worse. While they brought everyone back, not only have they not added anyone else, but lost Patty for 7 months with no guarantee he will be effective this year. Spurs may be ok, but it's not a stretch to say Spurs are slightly worse so far (off season is not over though).
Will it matter? We will see.

I think the value in someone like Ayres versus Gasol is the willingness to just ride the bench when you aren't needed. He understands he's paid to just come in garbage time. Bonner is the same. You're ready when your name is called. Someone like Gasol, even on a MLE expects a certain amount of playing time and that comes with being a former #1 pick and first option. Most guys in the NBA aren't wired like Duncan or Ginobili who don't care about stats/playing time.
That being said, even on a vet minimum, you would think the Spurs could find a hidden gem or someone with more potential to replaced Ayres. Give someone like Daye/Baynes priority in garbage time because he might actually amount to something one day but obviously Pop always elects to go with the veteran that knows the system in Bonner.

Arguably is right. Half a season without Mills gives Joseph and Anderson a lot of time to run the point, and means Cotton may be traveling back and forth from Austin. Baynes should be ready to step into the rotation for Bonner and Ayres, and again, Splitter and Leonard and Green are still improving. This is all a week in to free agency where we haven't even seen the Spurs negotiating with anyone yet.

I'm unsure how it's not obvious to everyone that he never intended to go to San Antonio. He took LESS MONEY to play for the Bulls. It's not like the role the Spurs had for him changed in the last week.
