No. During the Renaissance and the Age of Enlightenment, the Germans were decidedly behind the French, Italians, English and maybe even the Russians in all those areas. And during the Age of Discovery, they never colonized any territory in the New World/Africa like the English, Spanish, Dutch, Portuguese, French, etc. Nazi Germany is really the only era where you can say Germany lead the world in (only) technological innovation, and most of that work was done by Jewish German Scientists anyhow
Not to mention the Holy Roman Empire was basically the red-headed step child of Europe.

Anyhow, my ultimate point is that "inferior" peoples (in this case the Germans, i.e. the nigg3rs of Europe for the longest time) can indeed learn from more advanced civilizations and eventually be on their level given enough time.
This is horrible logic. I specifically pointed to the age of Enlightenment as the time when Germany reigned in arts, science and literature. You then try to mention all the other eras that didn't feature their dominance, as if that added anything to the argument.
They didn't reign during the Age of Enlightenment. Read and see the relatively small contributions (outside of music) Germany/Prussia made. Leibniz and Kant were indeed important in the 17th/18th century, but beyond them?
