It's not a bad take. I don't believe white people are anywhere near 70 percent nowadays, but that's relatively incidental.
It's possible that the statements, "If you pulled a random rapist out of a hat, he'll most likely be white," and "If you pull a random black man out of a hat, he's more likely to be a rapist than if you pulled a random white person out of a hat," are both true, and they both have their uses.
