Drivers would also be allowed to use their smartphone for GPS navigation so long as it is affixed to their vehicle. Emergency calls would also be exempt.The ordinance does not apply to a person who is: On private property or legally parked, operating an authorized emergency vehicle while acting in an official capacity, licensed by the Federal Communications Commission while operating a radio frequency device other than a wireless communication device, or preventing injury to a person or property.A violation would cost a driver $200.......

That's fine. I have a friend who always calls me on her way home from work just to chat, and it ends up being a conversation where I listen to her "oops" and "hey, guy move over" the entire time. Scary as for me, I can't imagine how it is for the other driversI no longer answer my phone at drive time!
Yeah this has been law here for years...the they're trying to make the max fine up to $1000.
People still do it though like there's no law. As if using Bluetooth or a headset is difficult.
They should require hands free training in Drivers Ed.

Good. Get off the damn phone! I've almost been rear-ended a couple of times -- looked in my rearview mirror and notice the asswipe is on the phone.
Texting and driving, extraordinarily stupid and dangerous.
Talking on your phone and driving, SHOULD be within safety limits if you realize the road and other drivers are the priorities, not your friend or wife or whatever.
Unfortunately most people dont know about prioritization or defensive driving.
