What happens if a team finishes second in the entire Western Conference, but are also second in their division.
You end up being a 4th seed instead of a second seed, right? Would you still get home court advantage against teams with a worse record but higher seeding?
Yea, homecourt is decided by reg season record.

The three division winners all get a top 4 seed. The other top 4 seed goes to the 2nd place team with the best record. That team can be seeded as high as #2. In your scenario, that team would be the 2 seed.

They changed it after the 2005-06 season when the Spurs and Mavs had the two best records, but the Spurs got the 4th seed because the division winners got the top 3 seeds. So the teams with the two best records met in the conference semifinals instead of the conference finals.
