The Oscars can go off ever since they gave that piece of Forrest Gump best picture over Pulp Fiction. Even if you're a tasteless got who doesn't like Pulp Fiction, Shawshank Redemption was still way better than Gump too.
Only because Forrest raised the AIDS baby.

The people who are most concerned about the "black culture problem" should also be concerned that "black culture" is not being represented adequately in our most celebrated films, beyond the token annual racial piece.
Good art is good for culture. You believe black people have a culture problem but you're content with the fact that the only films marketed towards them by and large are Transformers, Fast/Furious franchises and Tyler Perry movies. There are a mul ude of talented minority writers, directors and actors whose work fails to make a significant cultural impact because studios are still signing (and awards shows still celebrating) films written from an almost exclusively white perspective.
This is something you can't blame on the lazy minority who's not working hard enough. It's a very real ceiling. The Oscars are stupid, but awards season as a whole is a good litmus to diversity in film.

If you look at the actual percentage of blacks in Hollywood an all white Oscars should happen more frequently.
