The re-birth of the Spurs involved Tim doing things that Kobe never could, like accepting 2nd or sometimes 3rd status on offense. We also had to trade a hard asset, George Hill, for the pick that became Kawhi. LA has no such asset.

Throughout his career, Kobe has made statements indicating that he has some kind of preoccupation or maybe even an obsession with the spurs. He's talked at length regarding his feelings towards all of the big three and pop as well. It's like he desperately wishes that the Lakers were them, but doesn't realize that for that to happen, he would have to change who he is. Ironically, he himself is the biggest impediment to becoming that which he covets.
Exactly. He likely cost himself a ring or two by forcing guys out of town / not taking less cash. To each his own.
