Women reach their MAX VELOCITY earler in the race, which means a larger % is about SE, now use your head, how many women have superior sprint conditoning, yep...zero!

I don't think Blake has a clue at all about how any of this works. Just a few minutes ago ESPNU ran the NCAA Indoor Track & Field Championships. 6.52 won the mens 60m, the women couldn't break a 7.00. In a distance that short that is cartoonish.
