how could there be a census taken of rioters? If they knew that wouldn't they just arrest them? I'm just basing this off some kinda crazy hunch I have that a huge majority of the area's inhabitants aren't in the range of 18-23 like around a university. Crazy, I know
Typically when you arrest someone you get their age. Also, typically riots don't have an "18+ only" policy.
