For Spurs to get 2nd seed we need one of the following.
1) Spurs beat Pelicans + Memphis loses one game
2). Spurs beat Pelicans + Houston wins out
If the Spurs get the 2 seed, they get HCA in Rounds 1 and 2. Tiebreaker over LA gives them HCA. Portland's ed in Round 1 because they're only a top 4 seed by virtue of winning the trash Northwest, even though their record would put them in 6th right now. Any 5 seed will have a better record than the Blazers. Spurs can only finish with a Top 3 seed and fail to earn HCA over LA in Round 2 if they win the division but still finish third, meaning Rox, Grizz, and Spurs all have to lose one more game each to still end in a tie that favors SA in the division, but puts them behind LA at 3rd.

The 2015 Blazers are demonstrating why the Division winner seeding is stupid. It's fine as a head-to-head tiebreaker (see: Spurs vs. LA) but the Blazers are locked in at No. 4 even though they should be 6th, and will start the playoffs on the road. The only thing benefitting them is they're avoiding a first round matchup with LA or San Antonio, and instead getting either Houston or Memphis.
In an ideal situation, the three division winners in each conference would have the three best records anyway, and the remainder of the seeds would fall into place by W-L. Guaranteeing a Top 4 seed to a division winner is only a safety net when one of those division winners is pure garbage (2015 Portland) and their fifth place opponent would have finished ahead of them anyway. So really, the league either needs to abandon the Top 4 guarantee, or make it so that a division winner gets HCA regardless (the stupider of the two options).
They look at overall record first. Say for example if Portland and the 5th seed team had the SAME overall record at the end of the season, then Portland would get HCA over the 5th seed team (even if the 5th seed team won the season series 4-0 against them). Only way a 5th seed gets HCA is if they have a better record than Portland.
