Boys and girls during the early half of their teens are far from mentally ready to deal with the consequences of intercourse, so they are better off abstaining. There's no magic age, but you aren't going to judge that by looking at the video. Averages are the logical route and between 16 and 21 are the argued average of maturity in women. Before those ages, they are children.
