I would have to say, that I would start by revoking citizenships of those arrested and their families. They have lost their right to be citizens as far as I am concerned. If they can't act within the law and refuse to obey the same as everyone else must, then they are not qualified to be citizens. I would also seize their assets to pay for their deportation, and to repair the infrastructure and mitigate losses to the businesses.
