The short answer is that, generally speaking, the Rockets win because they have two of the best three if not best two players on the court, nothing else. Or back when Harden was without Howard, just Harden.

First of all 18 is legal even if it was arraigned before hand (you'll have to prove he was doing something on the DL) and second, that just may be his culture and it's hardly anything new in history (the character Rose from anic was 17 marrying a 30 year old).
