It would be damn close - close enough to where LA or Tim wouldn't force the Spurs hand over less than a million IMO. But it's about what other teams want. Just because the Spurs want Mills, doesn't mean another team taking players would be ok not getting Mills.
But if the report is true, LMA's max goes from 18.9M to 19.46M - an increase of 500K. The salary cap goes from 67M to 69M - an increase of 2M (all rough estimates). So that nets the Spurs an additional 1.5M in cap space to work with.

Thats a really big deal. $69.1. That would give the $18 million in hypothetical cap space. They probably would still need to move Splitter but could fit Duncan and LA under the cap (Would give them $26 M in cap if they don't take back any money in any deal).
This was all part of Popovich's grand plan.
That's literally the point of the moratorium.
And things to note:
1.) Wouldn't have to move Splitter until all other chips fell in place (in event Green leaves instead, can just use that cap savings and hold Splitter in interim)
2.) Less likely that Patty needs to be unloaded
