That's because it was a contract year. Tiago gave the Spurs that one fluke season of playing over 60 games to make it seem like he was reliable. As soon as he got his $$$ it was back to being a part time player.

to me the key ancor here is Joeseph, we are on the hook here for him at 3.5, if we can move him or get someone to offer sheet him, and not match, Manu comes back at around 3, we can in theory get LMA and West

Mutually exclusive. Once you go under the cap, all exceptions go away until you get back over the cap. But the MLE, LLE and existing TE and IPEs don't come back. The RE is there instead in addition to any new TEs and IPEs that get generated afterwards.
