    The proposals I've heard seem to require additional scrutiny for people request ion tourist visas if they've traveled to Iraq or Syria in the last 5 years. Obviously there are issues with that, but that's what's on the congressional table at the moment.

    The president and CEO of the social services center told The Associated Press that the conference area was rented out by the San Bernardino County Department of Public Health.

    A person named Syed Farook is also listed in records as being an inspector for the San Bernardino County Department of Public Health, going back at least as far as mid-2014.

    Gun shows aren't the Wild West you think they are.
    Even in states that do not require background checks of private vendors, the venue hosting the event may require it as a matter of policy. In other cases, private vendors may opt to have a third-party licensed dealer run a background check even though it may not be required by law.

    You asked if a legal tourist can acquire guns legally, and the answer is yes.

    Even if only 4% of sales go to unidentified people (from the excerpt you posted) that means that yes, it's perfectly legal to buy the guns without ID and a background check, including legal tourists.
