He's not a superstar. He's a great defender, probably best in the league, and he's able to hit the pull up jumper and knock down some outside shots. He's not a go to on offense when you need a bucket. He's still hiding in the shadows for a good portion of the game because the starters are playing cold syrup ball and Kawhi doesn't have any idea what he needs to do other than defend and be opportunistic on offense. You can see his internal voice going to work on him early in games when he gets the ball, not sure if he wants to attack or pass the ball, and when he decides to do one or the other it can sometimes appear to be the 2nd option.
That might improve, I expect it will, but the ASG is almost always about your impact on offense and the Spurs don't have a stand out shooter or offensive threat. His quiet demeanor means no one knows anything about him. It's not like the ASG just started being decided by fan votes. Guys who don't open up to the fans aren't going to get much love in fan voting unless they are dominant players on offense.
