I'm pretty sure if they're seniors, they are legal in Texas, which means other than some social issues attached like a much older guy dating a teen, they are fair game, unless you work for the school district. And 18 is perfectly legal anywhere in the country.

Stupid? How is it stupid or unnatural for an 18-year old to be attracted to a 16-year old or even a 15-year old? The problem is that for legal purposes there has to be a cutoff age and anyone older than that cutoff age will be stigmatized and get in trouble if they go after someone younger than that age.
