And wow, the list is long, especially when you add the expanded criteria. The teams in bold have never played in the NBA Finals:
Charlotte Hornets/Bobcats
Denver Nuggets
LA Clippers/Buffalo Braves
Vancouver/Memphis Grizzlies
Brooklyn/New Jersey Nets
Indiana Pacers
New Orleans Pelicans/Hornets
Orlando Magic
Phoenix Suns
Toronto Raptors
Utah/New Orleans Jazz
These teams have never won in their current city. Italics if they haven't played in the Finals:
Atlanta Hawks
Oklahoma City Thunder
Sacramento Kings
Also, for what it's worth, the Washington Wizards haven't since changing from the Bullets. Not to mention all the defunct teams which no longer play. 4 franchises have won just about 3/5 of all les. Add in the Warriors and the number grows to about 5/7 between 5 teams.

I'm from germany and one of my criteria for choosing a fav franchise (back then in 1993) was that they haven't won one so I could experience their first.
If I had to pick now (not saying, I would ever choose a new one)...I probably would just go with the Raptors (city I'd like to visit, good fans, ok name and logo) but I like several of these options (DEN, CHA, MEM).
& the Suns are NBA Old Maid.
