Democrats have a better-than-even chance of winning control of the U.S. Senate in November, thanks in part to a backlash against Donald Trump, but it won’t be as easy as they hoped.
Most Republican Senate candidates are running solid, well-financed campaigns focusing on local issues in their states and distancing themselves from Trump’s many missteps. In bents fended off challenges from the far right. And major Republican donors like the billionaire Koch brothers have been focusing their money on saving Senate seats after taking a pass on supporting Trump.
But there’s another force at play, as polls suggest a troubling trend for Democrats: In state after state, Republican senators are running ahead of Trump, who for his part has recovered a bit from the dismal polls he scored after the conventions. That means that some people who might be inclined to support Democratic nominee Hillary Clinton also are prepared to back a Republican for Senate, a phenomenon known as ticket-splitting.
"I think that we’re going to see in some respects the return of the split-ticket voter," said Jennifer Duffy, senior editor at the Cook Political Report. One main reason: Clinton isn’t much more popular than Trump, dragged down by her own political baggage.

When Kellyanne Conway became the new campaign manager two weeks ago for Donald Trump, she established her hallmark right out of the gate: lying.
She claimed that Manafort would remain in his job and she would merely join Manafort along with Stephen Bannon, the new campaign CEO who was also brought in at the same time as Conway. She painted a lovely picture that the three of them would work together in perfect harmony to run the campaign all the way through until the election. Two days later, Manafort was gone.
This was a carefully planned lie. Presenting to the media the new false management structure of the three-person team created the impression that a disorderly shake-up was not underway.

"That was a complete lie," Conway charged, insisting, "Nobody got fired at the Trump campaign today." The audacity is stunning. Not only was Conway lying herself but when someone else spoke the truth, Conway attacked that person, calling her a liar.This is how Conway began her new job as Trump's campaign manager. And it didn't stop there. The bald-faced lies have only continued.
"He doesn't hurl personal insults," she claimed.
After Trump flip-flopped on his immigration position by saying he could "soften" by not immediately deporting all of the 11 million undo ented immigrants who are already in America, Conway took to the airwaves to insist that Trump had not changed his position at all. This was stunning because, of course, shifting from a proposal to deport them to a plan to not deport them sure seems like a change. "I assure you," Conway said. "Nothing has changed." Once again, her statements simply bear no resemblance to reality.
Conway maintains that Trump desires to focus on substance and policy, whereas Clinton just wishes to pursue attacks and insults.
She seems to feel completely free to say anything whatsoever, regardless of whether it has any basis in truth. She appears to have absolutely no concern that lying is morally wrong. It's like she is missing the morality gene. She will say whatever portrays Trump in the most favorable light at a particular moment, regardless of whether it is accurate.
Conway is attempting to change Trump's behavior and positions in order to attract more voters, while simultaneously reassuring his base of supporters that Trump is not changing at all. She is speaking out of two sides of her mouth, and these two opposing positions cannot both be true.

Trump campaign’s ‘black box’ leaves key questions unanswered
From the start, Trump has never been the kind of candidate to pore over thick policy books. Indeed, he has mocked Clinton on the subject.It led CNN’s Brian Stelter to flag an interesting detail over the weekend that I hadn’t seen elsewhere: “Trump’s site has 9,000 words of policy proposals. Clinton’s site: 112,735 words.”
“She’s got people that sit in cubicles writing policy all day. Nothing’s ever going to happen. It’s just a waste of paper,” he told Time Magazine in June. “My voters don’t care and the public doesn’t care. They know you’re going to do a good job once you’re there.”
To date, Trump’s campaign has posted just seven policy proposals on his website. There are 38 on Clinton’s site, ranging from efforts to cure Alzheimer’s disease to Wall Street and criminal justice reform.
MSNBC’s Chris Hayes had a series of tweets on this earlier today, and it’s worth checking them out. Chris noted, for example, that Politico ran a fairly routine profile on Clinton’s tech policy advisers, which stood out largely because there is no comparable group on Team Trump, which has made a deliberate decision not to build any intellectual infrastructure.
“[U]ltimately a Trump Presidency is a complete and total black box,” Chris concluded. “No one, probably not even Trump, knows what the it looks like.”
It’s an under-appreciated point. Trump and his aides considered providing voters with more detailed information about how the candidate would govern, but they rejected it.
In May, Politico quoted a campaign source saying Trump didn’t want to “waste time on policy,” in part because he believes “it would make him less effective on the stump.”
The same source added at the time, “It won’t be until after he is elected but before he’s inaugurated that he will figure out exactly what he is going to do.”
As we discussed at the time, this posture turns the whole point of campaigns on its head.
Voters are apparently supposed to support the least-experienced, least-prepared presidential candidate of the modern era first, and then he’ll let the public know how he intends to govern.
Regular readers know I’ve been banging the “post-policy” drum for a few years now, but Trump’s “vote now, details later” posture is a terrific encapsulation of the larger problem.
In 2016, the Republican Party’s new norms treat substance and policy details as an annoyance to be avoided.

Trump Admits Audit Has Nothing To Do With Release Of His Tax Returns
On Tuesday, he admitted that he could actually make the returns public at any time.
Asked on Fox News’ “O’Reilly Factor” if he felt “pressure” to release his tax returns with the news that his running mate, Indiana Gov. Mike Pence (R), would release them this week, Trump was defiant.
“When the audit is complete I will release my returns,” the real estate tycoon insisted. “I have no problem with it. It doesn’t matter.”
The GOP nomineehere acknowledged that the audit itself is not preventing him from making the returns public. Instead, he implied that there is no political advantage to doing so.
