The Tulsa police chief says it is clear certain protocol was not followed. He also said the officers have been interviewed separately and whether the guy was following directions appears unclear as conversation was not recorded. There is NO reliable voice data on this. (Another part of not following protocol) There is evidence that the cops have given some inaccurate accounts.

where is your proof he was just reading a book? Only people who have said that have been his family while multiple independent witnesses said he had a handgun and refused to disarm. i do agree cops see blacks with guns and assume the worst, I don't agree with them but can understand where they are coming from considering the amount of gun violence coming out of the black community. You can practice your 2nd amendment rights in peace, tons of black people do it every day and are not shot. But knowing how cops view blacks unfortunately makes you have to comply even more with their demands if you are confronted by them and are armed. Is it fair? No. But it's just how it is. Yeah, growing up in LA, or even in bad neighborhoods, doesn't necessarily mean you know either. Having grown up around all that stuff, I can tell you that first hand. Some of the kids who weren't involved with that stuff in my neighborhood were sheltered as from it by their parents, which I don't blame them for doing. But it also made some of them clueless as . Where you grow up doesn't necessarily tell me a damn thing about what you know. It's more about how you grew up, and the fact that you'd use the former as some kind of re ed ass assurance that you know wtf your talking about here, actually shows me the exact opposite.
