Just checked the current NBA replay guidelines. The only "normal" foul they can review is block/charge to see if a guy was in the restricted zone. They can review for flagrant fouls and altercations, but they didn't call any damn flagrant there - not even a technical. They just used replay to call a foul. The rules don't let them do that.
