The guy who killed the russian ambassador, the guy from the berlin truck, the french terrorists, ghadaffi, bin laden, even Saddam was killed pretty much as soon as he was captured.
sure they are violent but we cant shoot them on the limbs and immobilize them? Why go for the head shot??

Bin Laden was unarmed, Saddam was in a hole, ghadaffi was bombed out running in the desert, the german terrorist was also probably surrounded, the turkish shooter was surrenderrin and still got shot.
