You can determine that the claims/tips are fraudulent without launching an investigation if they contradict or are deemed untrustworthy/unreliable. When they say "we've looked into/investigated the claims" that doesn't mean they're claiming to have turned every stone turned every stone.
The FOIA revealed they investigated nothing, looked into nothing, no stone turned.
