Dubya did sign the TARP into law right before leaving office, authorizing a 700 billion non-paid-for expenditure, that basically the next administration had to deal with.

BTW, this administration allegedly wants to keep the same authorization and levels of surveillance, so I don't know how you could classify that as a move either...
