A FISA warrant can be issued against a specific person and they are all the time. Stop relying on Twitter for your facts.

A FISA warrant has to be granted by a FISA court. And no they can't be issued at anytime. They require a high amount of evidence (of people acting as an agent of foreign power) for probably cause
