Yeah, no one can order it. You ask a judge and he/she grants or rejects the request. FISA only rejects about 0.03%, so they aren't hard to get. It is notable that the one requested in June 2016 was one of those 0.03% rejections.

even then, subsection i says it must be "exclusively between or among foreign powers"... or you can go through subsection ii which states it must be technical intelligence from property or premises "under the open and exclusive control of a foreign power"

It clearly states through the Attorney general. The president cannot go up to the courts himself and ask for said warrant. Only through the proper channels which are in place to follow specific steps.

and even then the passage you cited to does not provide means to get warrant, as your bet suggested. it jumps straight to the surveillance... there's a difference there. under certain cir stances, an officer can arrest people without a warrant. that's not the same as saying the officer got a warrant without a judge
