Cheney: Russian meddling possibly 'an act of war'
Former Vice President Cheney said Monday that Russia’s meddling in the U.S. presidential election could be "considered an act of war.”
Cheney, who served as President George W. Bush’s No. 2, spoke about Russia at The Economic Times’ Global Business Summit on Monday.
“There’s not any argument at this stage that somehow the election of President Trump was not legitimate, but there’s no question that there was a very serious effort made by Mr. Putin and his government, his organization, to interfere in major ways with our basic, fundamental democratic processes,” he said. “In some quarters, that would be considered an act of war.”

You can't ask for much more than complete sentences, which were quoted in the article. I have no idea what else he could have said in context that would alter the meaning of those quotes.

So the context is correct. I am surprised. However, before the 3 minute mark, he says what he says is his opinion. He makes clear he is not part of the government any more. To me, this means he has no inside knowledge.
Opinion is not fact.
What the does this even mean? It's pretty clear that he's giving an opinion about it being an "act of war" even without the context, so I'm not sure what part of his quote you're taking issue with.

Actually, I don't see that.
I see people mocking Cheney as a deranged war hawk, I see them laughing about his propensity to shoot friends in the face, I see people noting the hypocrisy of any US official calling this kind of meddling an act of war, I see a poem of some kind, I see someone suggesting Cheney didn't mean what was quoted in the article, and I see someone responding that he did.
I'm not sure I see anyone making any comment in this thread that exclusively relies on the exact phrasing of the headline, and I certainly don't see anyone in this thread who thinks what Cheney says, and whether he personally believes Russia committed an act of war, actually matters.
