I have a theory that your theory is full of and at least 80% hit their target as designed. US typically assigns multiple Tomahawks to critical targets (example radar and flight control) and after everything is blown to you can't tell if one hit the target or four. Tomahawks can use inertial guidance and graphic memory guidance. GPS is optional. They don't rely on any external signal so they are pretty much jam proof.
However please keep expounding on your theory and supply credible sources for your wild ass claims.
