The real question is why would Assad/Russians attack civilians? We all know the rag heads aren't accustomed to hiding their "warriors for allah" in the places they feel are off limits to civilized forces. You gain nothing by dropping chemical weapons on civilians. There was a military target there and I'm sure the Trump administration knows it already (and knew it before by talking with the Russians, but had to make a statement for the media. They probably destroyed a bunch of non-functioning aircraft, as I am sure the real ones were moved in advance.

Also Possibly because Assad does not have control over all his forces. And his military factions might hold grudges. However I was under the assumption that Assad did have more control over the Airforce. But he might not. This place is a complete mess, it's not easy.
Having a rogue AF commander is problematic. It doesn't jive with joint-Russian ops though. While the Syrians might have rogue elements, you can bet your ass the Russians are more tightly regulated.
